Analysis of the protests in Ukraine
In the midst of war and with martial law theoretically prohibiting protests, which are in fact openly tolerated, Ukraine has been experiencing its largest protests since Maidan for the past four days, which, incidentally, refer to Maidan.
The trigger was "Law Number 12414”, passed at breakneck speed and by a very large majority in the Rada and immediately promulgated by President Zelensky. But while it crystallized massive fears of an authoritarian turn, this law was not a mere thunderclap in a clear sky. For weeks, there had been increasing signs of trouble, on the one hand against trade unions, with attacks on the FPU, which emerged from the former official trade unions of the Soviet era but is very cooperative with the state, and on the other hand against well-known figures in the fight against corruption, such as Vitaly Shabunin. A series of searches, accompanied in at least two cases by physical violence, were carried out by the SBU against staff of the National Anti-Corruption Bureau, NABU.
To top it all off, on July 17, there was a change of government, with Yulia Sydyrenko, a well-known ultraliberal and opponent of the Labor Code, taking the helm under the authority of V. Zelensky. Yulia Sydyrenko, who is known to be ultra-liberal and hostile to the Labor Code, about which we have published the reactions of Sotsialnyi Rukh, the main organization of the real Ukrainian left, which is very young, the feminist military organization Veteranka, and Be Like We Are, the trade union association of health workers. Yulia Sydyrenko negotiated agreements with the United States on rare earth mining and is credited with protecting national interests in this matter, although this has not actually been proven as it will depend on the implementation of these agreements.
Law 12414 was supposed to be the inaugural act of the new government. This law removes the independence of NABU from the presidency and the state police apparatus constituted by the SBU, as well as that of SAP, the Anti-Corruption Prosecutor's Office, which is its judicial arm. These two bodies were rightly regarded by the population as achievements of the Maidan revolution, having been created in response to the demands of 2013-2014 and in conjunction with the European Union, as part of a then-dominant view that a healthy competitive capitalism, free from the Soviet bureaucratic and oligarchic legacy, should be established.
Their placement under guardianship, effectively their liquidation, announced by Law 12414, is therefore seen as a full return to what is known as the "rule of the oligarchs," against which Zelensky was elected president in 2019 (despite the fact that he himself was initially financed by the oligarch Kolomoisky, whom he denounced as such in his famous TV series Servant of the People).
Many are wondering what has gotten into Volodymyr Zelensky. Libération correspondents in Kyiv, among many others, speak of Zelensky's "faux pas," his "biggest mistake since coming to power." But would they be saying this if "the street," and more specifically the youth, had not reacted immediately, head-on, and en masse?
During discussions within the French committee of the RESU (European Network of Solidarity with Ukraine), two explanations were put forward for what could be called either a shift or, rather, the sudden acceleration of a shift that had already begun. According to one explanation, Trump's pressure is largely to blame. Indeed, the dismantling of the relative independence of these bodies is in line with the trend seen in the US, Hungary, Israel, and elsewhere, and which has been completed in Russia, of dismantling so-called countervailing powers, the separation of powers, and checks and balances in the form of the state, in other words, the dismantling of the rule of law.
Many Ukrainians know that these bodies were not in fact as independent as they appeared, but were influenced by the European Union and NGOs linked to George Soros, as Oleh Vernik, leader of the Ukrainian Socialist League, points out. The protesters defend NABU and SAP, despite their limitations, because they balance other centers of power, thus providing leverage and openings for the exercise of democracy.
That said, it is clear that, unlike the United States, the European Union was immediately concerned about a situation that ran counter to the conditions set not only for Ukraine's hypothetical accession to the EU one day, but also for an association agreement. The demonstrators were quick to draw a devastating parallel for Zelensky with Yanukovych's breaking of Ukraine's association agreement with the EU in November 2013, which sparked the first Maidan protests!
The second explanation put forward for this authoritarian temptation at the top of the Ukrainian state dismisses US pressure in favor of internal processes, with the government finding itself in the contradictory position of having to wage a popular war supported by the broad masses while feverishly pursuing a neoliberal policy, and being tempted to resolve this contradiction by rushing headlong into authoritarianism. At the same time, what is revealed here is that "healthy" capitalism, without corruption or bribery, does not exist and in any case cannot be the "normal" form taken by capitalism in a country where the capitalist class emerged from the Soviet bureaucratic state and where the main capital investments come from abroad.
The two explanations do not seem to contradict each other. While it is doubtful that the impetus came from Trump and likely that there is indeed an internal crisis dynamic at the top of the state, it is occurring precisely as Trump's "50-day ultimatum" to Putin is putting deadly pressure on Ukraine and puts the Ukrainian executive, which, like the European powers, France, Germany, the United Kingdom, etc., does not want to break with Washington, in an impossible situation. Unless it turns resolutely to popular support by calling for self-organization and breaking with capitalist-oligarchic interests, it would therefore have no other choice. The appointment of the Sydyrenko government would have cemented the choice of an authoritarian rush forward. Except that...
Except that the youth have burst onto the scene.
From a few hundred to a few thousand, then tens of thousands at the start, and the movement is growing. The numbers may seem small, but they should not be misleading: in a country at war where demonstrations and gatherings are theoretically banned, and where there is a danger of Russian bombing, while demonstrations are taking place in dozens of localities and even on the front line: it is enormous, and the 13-25 year olds can only take to the streets with the support and protection of their parents, brothers, and soldiers on the front lines. They represent the Ukrainian people.
Numerous images from the protests clearly show this: it is a wave of young women. Youth, therefore, and women.
Ukrainian youth played a crucial role in February-March 2022 by joining the Territorial Defense Forces to stop the invasion, and this is underlying the current movement. But we see that the participants are even younger: they are often the sisters and brothers of those who mobilized in 2022. It should be remembered that in Ukraine, due to both the democratic will of the people and the demographic situation, military mobilization, except for volunteers, only begins at the age of 25 (and until recently it was 27). But everyone is obviously affected by the war, has relatives who have been killed or wounded, and many soldiers in uniform are present at the demonstrations.
The movement is spontaneous, and so are its slogans: Hands off NABU, Corruption kills at the front and at the rear, Shame, Shame on this law, Fuck the system, Parasitic MPs are preventing the people from living, Let's not let those in power trap us, No to corruption, Yes to revolution, Power to the millions, not to the millionaires, Freedom, equality, solidarity, and some slogans aimed directly at Zelensky, which is totally new: the "social contract" of February 24, 2022, in which the people supported Zelensky in order to support the army, has been shaken, to say the least.
A very important point to emphasize is that the form of this movement is not uniquely Ukrainian. It is indeed irresistibly reminiscent of the mass movement of Serbian student youth in its early days, now nine months ago, as well as the youth movements in Budapest against Orban. Spontaneous and probably forming networks at the grassroots level, it is also reminiscent of the "No Kings" groundswell against Trump in the United States. Not only in its initial form, but also in its international democratic content, because there is indeed a defense of the rule of law at stake—and the most devastating of the slogans is "We are not Russia!"
Another common feature to date is the absence of trade unions – other than student unions – or at least their national bodies...
The government and Zelensky have been shaken, and the latter has announced that the law will be revised, even praising the responsiveness of society, which is right to express itself: this is not Putin, but for the democratic will of the people it must not resemble him in any way!
It is impossible to say today whether there will be a decline, evolution, and transformation, or a continuation of the protests, which, even after Zelensky's initial concessions, which were very vague and uncertain, continue to grow, as if a dam had broken.
To conclude these remarks, one crucial point must be made clear: the protesters are anti-Russian and want to win the anti-imperialist, national and anti-colonial war. They want the invasion to be repelled, and it is also from this point of view that they are protesting, because corruption and authoritarianism are stabs in the back of the Ukrainian national resistance. Putin's fake news agencies have, of course, begun to publicise false images and false news stories attempting to portray the demonstrations as "anti-war." This discourse will, of course, be relayed by the campist political forces, which may suddenly express an unexpected and biased interest in what is happening in Ukraine.
At the same time, the most right-wing supporters of Ukraine are trying to revive the narrative that NABU has been "infiltrated" by Russia. Since 1991, Russian infiltration in Ukraine has been an integral part of oligarchic capitalism and therefore of corruption. The attempts coming from the presidential secretariat (Andriy Yermak) and the SBU to make people believe that Russia is instrumentalizing the fight against corruption are in fact the worst gift they could give to Putin. All those who denounce support for Ukrainian protesters as playing into Russia's hands are in fact playing into the hands of Russian imperialism themselves.
On Friday evening, July 25, one of the largest, if not the largest, concentration of Russian tanks and artillery formed behind Pokrovsk and behind Zaporizhia, threatening to form a pincer movement aimed at breaking through the front, in agreement with Trump. On Saturday morning, it was reported that this armored column had been partially destroyed by Ukrainian forces. This situation must be closely followed.
Aid to the protesters is aid to Ukraine. More than ever, we must demand weapons, anti-aircraft weapons, drones, aircraft... for Ukraine immediately. And aid to Ukraine is aid to the protesters: now more than ever, the defense of Ukraine and the defense of democracy, of the possibility for the proletariat and the broad masses to organize themselves to decide their own destiny, are one and the same.
Elementos de análisis sobre las manifestaciones en Ucrania
En plena guerra y mientras la ley marcial prohíbe teóricamente las manifestaciones, que de hecho son abiertamente toleradas, Ucrania ha experimentado durante 4 días sus manifestaciones más importantes desde el Maidan, y que además se refieren al Maidan.
El detonante fue la “ley n° 12414”, votada a toda velocidad y por una amplia mayoría por la Rada y promulgada inmediatamente por el presidenteZelensky. Pero, si ha cristalizado el temor masivo a un giro autoritario, esta ley no ha sido un simple trueno en un cielo sereno. Durante semanas, las malas señales se multiplicaban, por un lado contra las organizaciones sindicales con los ataques contra la FPU, proveniente de los antiguos sindicatos oficiales de la época soviética, aunque muy cooperativo con el Estado, por otro lado con ataques contra personalidades conocidas en la lucha anticorrupción, como Vitaly Shabunin. Una serie de registros, acompañados en al menos dos casos de violencia física, fueron llevados a cabo por el SBU contra el personal de la Oficina Nacional Anticorrupción, la NABU.
Para colmo, el 17 de julio se produjo un cambio de gobierno llevando a la cabeza del mismo, bajo la autoridad de V. Zelensky, a Yulia Sydyrenko, conocida como ultraliberal y hostil al Código del Trabajo, sobre lo que publicamos las reacciones de Sotsialnyi Rukh, la principal organización, muy joven, de la verdadera izquierda ucraniana, de la organización militar feminista Veteranka, y de Sé como nosotros y nosotras, la asociación sindical del personal sanitario. Yulia Sydyrenko ha negociado con Estados Unidos los acuerdos sobre la producción minera de tierras raras y se considera que ha preservado los intereses nacionales en este asunto, lo que en realidad no está demostrado porque dependerá de la aplicación de estos acuerdos.
En definitiva, la ley 12414 debía ser el acto inaugural del nuevo gobierno. Esta ley suprime la independencia de la NABU respecto a la presidencia y el aparato policial estatal constituido por la SBU, así como la de la SAP, la Fiscalía Anticorrupción que es su brazo judicial. Estos dos organismos fueron, con razón, considerados por la población como logros de la revolución de Maidan, habiendo sido creados a raíz de las reivindicaciones de 2013-2014 y en relación con la Unión Europea, en el marco de una concepción, entonces dominante, según la cual debía establecerse un buen capitalismo competitivo, libre de la herencia burocrática y oligárquica soviética.
Su puesta bajo tutela, de hecho su liquidación, anunciada por la ley 12414, se siente por lo tanto como el pleno retorno a lo que se llama el "reinado de los oligarcas" contra el cual Zelensky había sido elegido presidente en 2019 (a pesar de que inicialmente había sido financiado por el oligarca Kolomoisky, aunque denunciado como tal en su famosa telenovela Servidor del pueblo).
Muchos se preguntan qué mosca picó a Volodomyr Zelensky. Los corresponsales de Libération en K'yiv, entre muchos otros, hablan del “paso en falso de Zelensky”, su “mayor error desde que está en el poder”. Pero, ¿hablaríamos así si “la calle”, y más concretamente la juventud, no hubiera reaccionado de forma inmediata, frontal y masiva?
Durante las discusiones en el marco del comité francés de la RESU (Red Europea de Solidaridad con Ucrania), se presentaron dos explicaciones sobre lo que se puede llamar un giro o, más bien, la aceleración brusca de un giro iniciado. Según una de ellas, la presión de Trump tendría mucho que ver. De hecho, la liquidación de la independencia relativa de estos organismos va en la dirección, que vemos en los Estados Unidos, en Hungría, en Israel... y que ha encontrado su realización en Rusia, de la liquidación de los llamados organismos de contrapoder, de la separación de poderes, de los checks and balances, en la forma de los Estados, es decir, en el sentido de la liquidación del Estado de derecho.
Muchos ucranianos saben que dichos organismos no eran en realidad tan independientes, sino que estaban influenciados por la Unión Europea y por las ONG vinculadas a Georges Soros, es lo que subraya Oleh Vernik, animador del grupo de la Liga Socialista Ucraniana. Los manifestantes defienden la NABU y el SAP, a pesar de sus limitaciones, porque equilibran otros centros de poder, ofreciendo así palancas y brechas en el ejercicio de la democracia.
Dicho esto, es evidente que, a diferencia de Estados Unidos, la Unión Europea se ha preocupado inmediatamente por una medida que va en contra de las condiciones impuestas, no solo a una hipotética adhesión de Ucrania a la UE algún día, sino a un acuerdo de asociación. Los manifestantes no dejaron de hacer una comparación devastadora para Zelensky... con la ruptura, por parte de Yanukovich, del acuerdo de asociación de Ucrania con la UE, en noviembre de 2013, ¡causa de las primeras manifestaciones de Maidan!
La segunda explicación presentada sobre esta tentación autoritaria en la cumbre del Estado en Ucrania descarta la presión estadounidense para dar todo su protagonismo a los procesos internos, con un poder que se encuentra en la contradicción de tener que librar una guerra popular y apoyado por las grandes masas mientras quiere febrilmente continuar una política neoliberal, y se siente tentado a resolver esta contradicción mediante una huida autoritaria hacia adelante. Al mismo tiempo, lo que se revela aquí es que un capitalismo "sano", sin corrupción ni sobornos, no existe y, en cualquier caso, no puede ser la forma "normal" tomada por el capitalismo en un país donde la clase capitalista proviene del estado burocrático soviético y donde los principales capitales invertidos provienen del extranjero.
Las dos explicaciones, de hecho, no parecen contradictorias entre sí. Si bien es dudoso que el impulso provenga de Trump y es probable que se trate de una dinámica interna de crisis en la cima del Estado, se produce precisamente cuando el "ultimátum de 50 días" ofrecido por Trump a Putin da su marco a una presión mortal sobre Ucrania, y coloca al ejecutivo ucraniano, que, al igual que las potencias europeas, Francia, Alemania, Reino Unido..., no quiere romper con Washington, en una situación imposible. Salvo recurrir decididamente al apoyo popular apelando a la autoorganización y rompiendo con los intereses capitalista-oligárquicos, no tendría otra opción. El nombramiento del gobierno de Sydyrenko habría materializado la opción de la huida hacia adelante autoritaria. Salvo que …
Salvo que la juventud hizo irrupción
De unos pocos cientos a unos pocos miles, unas pocas decenas de miles al principio, y el movimiento es ascendente. Las cifras pueden parecer bajas pero no deben engañar: en un país en guerra donde las manifestaciones y reuniones están teóricamente prohibidas, y donde pesa el peligro de los bombardeos rusos, mientras que las manifestaciones tienen lugar en decenas de localidades y hasta los alrededores de la línea del frente, es enorme y la salida a la plaza pública de la juventud de 13-25 años solo puede hacerse on el apoyo y la protección de hecho que les brindan los familiares, hermanos y militares en el frente. Representan al pueblo ucraniano.
Las numerosas imágenes de las manifestaciones lo demuestran: es la oleada de mujeres jóvenes. La juventud, por lo tanto, y las mujeres.
La juventud ucraniana jugó un papel decisivo en febrero-marzo de 2022 enrolándose en la Defensa Territorial para detener la invasión, y esto subyace en el movimiento actual. Pero vemos que los participantes son aún más jóvenes: a menudo son las hermanas y los hermanos de la clase de edad que se movilizó en 2022. Recordemos que en Ucrania, un fenómeno relacionado tanto con la voluntad democrática del pueblo como con la situación demográfica, la movilización militar, excepto los voluntarios, no comienza hasta los 25 años (y eran 27 años hasta hace poco). Pero todos y todas están obviamente preocupados por la guerra, tienen familiares muertos o heridos, y muchos son los militares, uniformados, presentes en las manifestaciones.
El movimiento es espontáneo y, por lo tanto, también lo son sus consignas: No toques a NABU, La corrupción mata en el frente y en la retaguardia, Vergüenza, Vergüenza de esta ley, Que se joda el sistema, Los diputados parásitos impiden que el pueblo viva, No dejemos que el poder nos engañe, Corrupción No, Revolución Sí, Poder para los millones, no para millonarios, Libertad, igualdad, solidaridad y algunas consignas dirigidas directamente a Zelensky, lo que es totalmente nuevo: el "contrato social" del 24 de febrero de 2022, por el que el pueblo apoyó a Zelensky para apoyar al ejército, por lo menos se ha tambaleado.
Un punto muy importante a destacar es que la forma de este movimiento no es propiamente ucraniana. De hecho, recuerda irresistiblemente al movimiento de masas de la juventud estudiantil serbia en sus inicios, hace ahora 9 meses, así como a los movimientos de los jóvenes de Budapest contra Orban. Espontáneo y probablemente formando redes en la base, también recuerda a la lámina de fondo “No King” contra Trump en los Estados Unidos. No solo en la forma inicial, sino también en el contenido democrático internacional, porque se trata de la defensa del estado de derecho, y la consigna más devastadora es ¡No somos Rusia!
Otro punto común hasta la fecha es la ausencia de las organizaciones sindicales -que no sean estudiantes- en cualquier caso de sus organismos nacionales…
El poder y Zelensky han sido sacudidos y éste ha anunciado que la ley sería revisada, saludando incluso la capacidad de respuesta de la sociedad que tendría razón para expresarse: no es Putin, pero la voluntad democrática de abajo es que ¡no debe parecerse de ninguna manera a él ni de lejos!
Hoy no se puede decir si va a haber reflujo, evolución y transformación, o continuación del auge, de las manifestaciones, que, incluso después de las primeras concesiones de Zelensky, por otra parte muy vagas e inciertas, siguen subiendo hasta el día de hoy, como si se hubiera roto un dique.
Para terminar estos comentarios, hay que explicar bien un aspecto fundamental: las y los manifestantes son antirrusos y quieren ganar la guerra antiimperialista, nacional y anticolonial, quieren que se rechace la invasión y también es desde este punto de vista que se manifiestan, porque la corrupción y el autoritarismo son otras tantas puñaladas en la espalda de la resistencia nacional ucraniana.
Las oficinas de noticias falsas de Putin han comenzado, por supuesto, a difundir imágenes falsas y noticias falsas que intentan presentar las manifestaciones como "antiguerra". Este discurso, por supuesto, será transmitido por las fuerzas políticas campistas que quizás puedan, de repente, expresar un interés inesperado y sesgado por lo que está sucediendo en Ucrania.
Y al mismo tiempo, las corrientes más derechistas entre los partidarios de Ucrania intentan retomar el tema de la NABU “infiltrada” por Rusia. La infiltración rusa en Ucrania es, desde 1991, consustancial al capitalismo oligárquico y, por tanto, a la corrupción. Los intentos de la secretaría de la presidencia (Andriy Yermak) y del SBU de hacer creer en una instrumentalización rusa de la lucha contra la corrupción son en realidad el peor regalo que podrían hacer a Putin. Todos los que denuncian el apoyo a los manifestantes ucranianos como haciendo el juego de Rusia... en realidad ellos mismos están haciendo el juego al imperialismo ruso.
El viernes 25 de julio por la noche, una de las mayores, si no la mayor, concentración de tanques y artillería rusa se formó detrás de Pokrovsk y detrás de Zaporijia, amenazando con hacer unas tenaza para perforar el frente, de acuerdo con Trump - el sábado por la mañana nos enteramos de que esta columna blindada habría sido parcialmente destruida por las fuerzas ucranianas, esto es algo que hay que seguir de cerca.
La ayuda a los manifestantes es ayuda a Ucrania. Más que nunca, debemos exigir armas, antiaéreas, drones, aviones..., para Ucrania de inmediato. Y la ayuda a Ucrania es ayudar a los manifestantes: más que nunca, la defensa de Ucrania y la defensa de la democracia, la posibilidad de que los proletarios y las grandes masas se organicen para decidir su destino, van de la mano.
